He sees the four of them working doubly hard, and because he's desperate to keep himself at the top, sitting with massive amounts of envy for the fact that they get to do something he's not allowed to do, and having no reason to suspect they're participating in a top-secret mission, his first instinct is to yell "Tell me what's got you so damn motivated so that I can do the same thing to be able to beat you" I want to say that Overhauls line of "They attacked first" is referring to his "pawns" and not the heroes, and that he's also talking about how to spread the news to the Underworld and not the media.". Basically he's saying "Hey: if anyone we do business with starts doubting us because of what happened to the house; just tell them that it was these stupid henchmen of mine that attacked all these heroes and that I had nothing to do with it"
