I still think toga being able to infiltrate without any pro taking into consideration that an enemy could disguise among the students this is a world of super powerful quirks and you don't think anyone might be capable of that, Also a specific team should be monitoring every student closely during the exams since they already did sus a student a while back if they were monitoring that girl they would know something is weird even the hairy kid sus something was weird about her new attitude before pros did lol, I'm not saying a single villain cant outsmart an organization of heroes but at least make it a bit more difficult for toga to deceive them with ease
