But Mihawk is considered the world's best/strongest swordsman so, at least in swordfighting, that part of his title probably holds more weight than being a Shichibukai. It has already been mentioned that Shanks (an emperor) used to have duels with Mihawk (presumably sword duels) and that Mihawk has no interest in fighting Shanks ever since Shanks lost his arm, so this indicates that (in swordfighting) Mihawk is close to Shanks' level, and that's an emperor. My point being that Shichibukai is not a very easy level to compare with, but if you get an average, the Admirals are above the Shichibukai, however, there is still a lot of space between an average Admiral and an average Shichibukai so beating blackbeard does not necessarily make you as strong as an Admiral. Saying that, Shanks also told Whitebeard before that the scar in his eye was given to him by Blackbeard and that he wasn't* being careless when he got it (when he was telling Whitebeard to call Ace back). So this shows that Oda doesn't really like to have a clean strength/power hierarchy where A > B > C in most fights.
