If Roger, the Pirate king, represent the criminals then Garp the Hero, represent the Navy. He is the symbol of peace, similar to All Might but turned down many promotions to not associated with the Celestial dragons bs.

That guy is one of the longest running memes in the One Piece community; so much so that it would genuinely take up too much time here to explain; and considering how much you know I love to talk; that should say something lol. I wouldn't say Roger is a hypocrite as I'm pretty sure there wasn't a plan. Like; Shiki outright wanted to rule over everything, where as Roger is just doing his own thing and looks back one day and says "oh; apparently I've conquered the Grand Line. When did that happen?" And just to reclarify, yes; unlike the last mini arc and the movie itself which are both filler; Episode 0 is 100% canon to the story.
