She's still very much racist, that's why she killed a black guy while on the hunt for Kimiko's brother. She's just become more subtle and softspoken, because, as I said in a comment in the previous episode (that I'm assuming you didn't read until after this reaction), it's not as easy to get people to follow you using the same rhetoric as, let's say, 70-80 years ago.
