Chopper's reaction was because he still doesn't know that Sogeking and Usopp are related. So when he saw Usopp's weapon, the extra large slingshot, that's the same weapon Sogeking had (Usopp used a normal sized slingshot before that) so he was shocked and wondering how/why Usopp has the same weapon

That's why Chopper was confused about why Usopp had it. Kind of a plot hole since they never really explained why Usopp has Sogeking's weapon but they're friends so hey I guess
