Also to quickly clarify the "Jing" concept; (ignoring the other 82 lol) Basically the idea is that in war, or any battle, you have 3 strategies at any moment to ensure the best possible outcome for yourself. You can either go on the offensive (Positive), you can attempt to retreat (Negative), or you can hold your ground and wait for a better time to either of the other options (Neutral) That's what Bumi is doing right now. Yes, he could fight back or retreat, but he's determined that trying to take any action at this moment would just make things worse in the long run. And since he knows that he, and his people aren't really in any danger, he's decided that he can afford to wait until a moment when making a move would be more effective.

Bending in this world is a martial art; it pretty much requires you to move along with the element you're controlling. To use a DragonBall analogy, what Bumi can do here is the equivalent of being able to use a Kamehameha with your arms crossed; it's almost unthinkable the level of mastery you'd need to be able to pull something like that off, and the guy just does it.
