You should also remember that Luffy generally don't fight seriously unless he has reason to. In Sanji arc also until Gin got poisoned he just tried to fight but ranaway when attacked with those sharp pencil like bullets. Here also his goal is to talk to Robin and why she left. So he is fighting cp9 because they are interrupting. That is why he was defeated so easily. It is true Luffy is weak in this world but not that weak. He just doesn't bothered to fight them there. His goal was different. That is what Nami said. If they know their goal, they will fight to their full strength.

Like he said; he might be an assassin, but he was honest as a shipwright. What he's doing is no different to when Franky tried ripping Merry in half a few eps back; he's saying that if you actually cared about the ship: do the right thing and let it be destroyed. And don't worry; Enies Lobby, Ohara, Aokiji; everything will be explained within the next 30 episodes~ (Though I do have to say I love how quickly you switched up on Robin after that talk with Iceburg lol)
