As in the First Generation of the Gotei was the strongest the Gotei has ever been. The reason you're getting confused is 1) because the English language is confusing and the way it's worded in the dub is misleading. In dub Shunsui says "...one of the original 13 court guard squads, said to be the strongest in history". He's referring to the Gotei as a whole, not to Unohana as an individual. 2) IDK where you got these eps from, but these subs you're using are honestly not very good. It translates what he says to "the first of 13th Divisions is said to be the strongest in all of history" which gets the original point across, but does so with terrible grammar and word choice lol.
