One Piece is one of those series where terminology and choice of wording matters *a lot*; and this is actually one of those times lol

Bellemere didn't want to deny the existence of her family when it would have been so much easier to just pay the money for herself and the girls be sent to safety off the island but she died firm in her stance. So that is why even if it cost her her own life she didn't want to be under Arlong's control anymore and let's be honest Arlong would have held the village's people over her head for the rest of her life so no matter what deals were offered Arlong knows how valuable she is so he was never going to let her go.
