I think Usopp is one of the better English VA's for OP, but true: it is personal preference at the end of the day~ OP sub isn't great all things considered: but there are plenty of moments I truly like in there, and I will point them out if I feel it's warranted :)

Very effectively in fact Whales in particular talk to each other all the time using sound~ So assuming that One Piece Merman would be able to talk underwater since they literally live and breathe underwater; the guy still is totally monologuing but Sanji would indeed be able to hear what he's saying.
