In her defense, I don't think she cared about the lives they were taking. She was concerned (and probably rightfully) that breaking these rules leads to a slippery slope so that you can break larger rules in the future, leading to actual widespread death and chaos. Then Alejandro basically said that that is the future, regardless of her thoughts. There's gonna be a lot more blood in the future and it's going to get even more bleak. "A land of wolves, now."
