Indeed, they provide neat subclass identity while all Sorcerers always having Chaos Bolt and a few new spells prepared would feel very bland. I would be okay with them no longer being able to replace the spells, since it defeats the idea that expanded spell lists always contain some situational spells that otherwise would never see play at optimized tables.
