Q2: The second attack alone benefits from brutal strike because to use RA you must first attack on your turn, then your next attack can use brutal strike. An odd interaction I see is if you're able to have three attacks on your turn, you can actually use RA on your first turn (taking brutal strike for only the second attack) and have advantage from RA on your third attack, then on your second turn, you could still activate brutal critical on your first attack of your next turn, possibly cycling like that depending on if you're able to activate RA on the second turn or not.
