The rat catcher and the guard weren't incompetent. When they were given instructions they asked what if they couldn't find Aemond, Daemon just gave a look and then it cut away. When they found the children they were looking for the boy (they had a son and daughter, and with they couldn't tell which one was a boy and one a girl). It was a son for a son. (the guard even said that) And since they couldn't find Aemond they took another son, which happened to be the heir to the throne. It's implied Daemon told them to do it.

When you said so much fire that was a scene of a battle in Aegons conquest called the Field of fire, the only time that all 3 dragons Balerion, Vaghar, and Meraxis were turned loose at the same time. The "beheaded" guy you saw wasn't beheaded he was stuck to the swords on the throne that was Meagor the Crule who died impaled on the throne no one knows who did it, the 3 cannon rumors are he did it himself, someone pushed him, or the unrealistic one is the throne did it itself
