In Kirkenes six different companies want to establish factories, and when asked by the Norwegian television , the Chinese embassy writes that "China is an observer in the Arctic Council and an important Arctic state that always helps Chinese companies with activity and cooperation in the Arctic, in line with international laws and regulations."
