So allowing Xi to usurp his authority and render him powerless means he can now claim to be blameless for everything that is currently happening. So for the pro-Xi faction, its a power gain/grab for Xi. For the anti-Xi faction, it shields the Premier from whatever is likely to hit the proverbial fan in due time. So long as Xi doesn't purge him in the interim.
