Shovu deep down feels comfortable as a girl but when that magic started changing him when he personally didn't feel ready nor comfortable showing it publically. This is something that he felt he had to keep behind closed doors in fear of being judged or laughed at. Cutting his hair made him feel like he has control over what was happening but as you have probably noticed, the magic responds to any positive reactions he has regarding it. Him meeting Mora has helped him forget the fear of coming out because of how accepting she is of Shobu even if it's not for the right reasons yet.
