Often times, yes it is a publicity move, but there's also just the common, COMMON situation of just getting together because you're working in a similar field and with celebs it's pretty high given the amount of "i can relate" feelings celebs can share. You're working a job that requires long hours, long work weeks, constant reshoots, traveling, constant press, paparazzi, all this other shit like how you portray yourself in the media because parasocial freaks, that you would naturally drift towards people who understand that way of life at least to some degree and the reason he cant understand that, and why a lot of us cant understand that, is because we dont LIVE that kind of life so we don't understand the nuance with it. People were not meant to have that much attention and as gay as it is to say, there's lot of stress that goes with it.
