In a weird way, the victim might have hypothetically approved in some small way. He was perhaps either, unintentionally or not, bating Chase. Few people have the full commitment to their convictions. Men stand up for what they believe, ect ect ect. In one way, that last conversation gave Chase that nudge into acting. He wanted to know what might happen if he went back to his country. But what he got was a speech arming him with the challenge to act on what he thought the greater good was in this situation. In defence of his own abhorrent actions, a man incites the act of his own demise. The expression, "hoisted by his own petard" comes to mind.
