I'm not 100% clear on what the thinking was regarding Kate's behaviour. One might argue a few things. Firstly, given the level of institutionalised corruption that is clearly going on, but covered up. Kate might rightly fear subversion of the case against her, given who all the players are behind the scenes aren't entirely clear. Then there's her closeness and misguided belief in Jo, and her desire to garner her trust and potential confession and or cooperation. In an attempt to subvert expectations of the undercover element of her role in this series. The writing of her character in this series, while attempting to just not do the same things with her role. I think they went too far in trying to be different, for the sake of being different. Then there's the messy truth that it was perhaps just her turn to be in the cells under suspicion and in the frame for another frame up. Of our three main protagonists, Steve and Hastings had their turn. I think that with this being the intended final series, it was just her turn, and the writing choices were slightly more sloppy than usual to achieve that.
