What could make cheap, simple drones even more annoying (that is, more effective) is to use the larger ones to carry in smaller ones, to be released when in range. Such as quad copters designed to fly towards sources of radar radiation. Having the swarm double in size as it comes closer could be quite a headache. I would also see the possibility of ships being designed or retrofitted to deploy drones out in the ocean. Or at least, have more transport ships of the conventional types to do so.

Re; New ship Designs. Guns 155mm? The shell production lines are already being stood up. I believe rapid-fire guns of that size are being used/designed in Ukraine. Distributed Systems; 21st Cent Jeune École? 20,000-ton Destroyer. First Design. Historically speaking, the Second Design will be smaller, the Treasury will insist.
