During the Agent of Chaos operation known as "Halsey in De Nile's Cobra", a USN officer, who was serving on a light carrier, almost got washed overboard, but was saved by the tiny lip of steel on the edge of the flight deck... ...so Lieutenant Gerald R. Ford, later President of the United States, seconds your motion :)

I would like to nominate US PT boats during the Solomons campaign for the role of general agents of chaos. It was a coin toss as to wether they would attack friendly ships, enemy ships or both on any given evening. Also how many other forces can boast a ship that gets run over by an enemy ship and the skipper ends up President of United States?

With the Spanish training gun crews being worse than the US 3 new battleships effectiveness would be extremely problematic.
