On balancing priorities between Europe and the Pacific, the politicians would have the final word. My understanding is that there was a "Europe first" agreement between the three allied leaders. They could do the economic maths which said that Japan, even with their newly conquered resources, was not even close to Germany as a threat.
King and MacArthur would have thrown epic fits, but the ships would have gone to the Atlantic.
