I totally agree with your sentiments on the pre-WW2 US ships not being quite up to other nation capabilities. one need not look any further than the mark14 torpedo to understand how bad the US Bureau of self-torment was at conjuring up ships for the US. No nation in their right mind would want to order ship that fires rounds that come back around and take out the ship that fired the round, lol. That and if the 70% dud rate (mark14) that isn't great translated to gun rounds may only end up as a repeat of Battle off Samar with your rounds going clean through enemy ships with minimal damage. lol.
