Since the release of the TLR update is being postponed a little so that you don't get bored, I'll tell you how I do animation on a specific example.
First, the entire image is drawn.

Then it is cut into separate parts and saved in separate files for this animation, 64 pictures turned out.
Then everything is transferred to Spine 2D, where the grid is adjusted for the images (something like 3d only on the plane).

Then the bones are created, to which the pictures are attached.
There may be more bones than pictures, depending on how the image will be deformed, there may be 1,2, 5-10, etc.

If necessary, the inverse kinematics is adjusted.
The weights are adjusted for each picture.

After that, you can animate).
When the animation is ready, it is exported to a video file in avi format.
Then effects, sound, etc. are added to the video editor.
The effects are drawn either in a graphic editor or in 3d.

In this animation, hearts are drawn, and water is made in Blender using particles, then exported in separate frames.

Export from the video editor to MP4 format.
Convert MP4 to WEBM so that Renpy can play normally.
In the header, an example in GIF format, I don't know if Patron will play.
