This song gives me such Casiopea vibes, I dig it! I can really see the pockets of notes concept too. 5:00 can't come fast enough today, I really want to try this one.

A TWRP classic! I love how much fun stuff is going on here, the slides and vibrato make me so happy. (I am still looking warily at the bends, though.) I up and downloaded some tab writing software last night, btw! I found a combo of notes that brought me joy, and wanted to remember it. First step to actually making something, maybe?

It's good to start with a simple phrase or two of around 3-8 notes. This is your motif. If you repeat these with subtle variations either melodically or rhythmically, and it creates a full melody that has repetition and therefore some catchiness. You can also subtly alter the notes of the motif throughout to try and follow the chord changes better. Also, it helps to sing something in your head first and then try to recreate that on your instrument. If you just play random notes on your instrument without hearing it in your head first, you're less likely to end up with a memorable melody.
