Armin while recounting past events basically confirms that eren acted on his own and put the scouts in a position where they had no choice but to take the actions they did against marley, and in doing so eren basically created more enemies against paradis

Remember in the final several episodes of season 3 , Eren was reliving his father’s memories & Armin was in his cell writing down & corroborating his memories with what was written. The soldiers sent over to investigate the island were not Eldians. They were Marleyans & peoples drafted into Marley’s military from conquered lands. They are Anti-Marleyan Volunteers with instructions from Zeke like you guessed. The seashell Armin is holding is the same one he found at the end of season three he wanted to show Eren. Eren was not looking at him or the others when they made it to the sea. He was staring out/pointing past the sea … “If we kill all our enemies over there will we finally be free?” Episode 11 will have an after credit scene.
