Personally, having both, from a design perspective, never made sense to me. There are too many bits occupying too small a space. I find it results in some creators placing the penis too high on the pubic region. Besides, the reality is in utero all of us started out female. Some of us continued on to be born female, some changed a bit more to be born male.
