Pamela Piper was a relatively inept bank robber in the 1960's. Calling herself the Polka Dot Piper, Pamela ran around in a spotted catsuit and carried a flute sturdy enough that she could wield it as a club (a "blunt instrument"). Pamela died tragically while being pursued by Amazon Arrow and Dartgirl when she inadvertently ran in front of an oncoming bus. Pamela's flute has been passed down to Pepper Piper, Pamela's sister's granddaughter who is a prodigy flute player. Pepper is an extremely shy young woman with no knowledge of her ancestor's brief criminal career.

What Pepper Piper doesn't realize is that the flute that she inherited is haunted by the spirit of Pamela Piper, and Pamela is slowly taking possession of Pepper Piper's body. The more Pepper Piper plays Pamela Piper's flute, the more possessed Pepper Piper becomes. Pepper transform from a scrawny nerd into a confident and sexy siren while playing the flute, and she has no desire to surrender the instrument and return to being the shy wallflower that she is without it. Pepper's haunted flute plays a melody that can temporarily paralyze those who hear it, and Pepper's hypnotic eyes allow her to take control of the minds of her captive audience. Pamela Piper may have been an ineffective crook when she was alive, but through Pepper Piper she has become a powerful perpetrator. Pamela will stop at nothing to take permanent possession of Pepper's body.
