I believe he cannot summon. To summon a Servant, even if he were to draw out the circle, gather the best of the best material, have 10x more Magical Energy and know every word of the summon by heart — it still wouldn't work. Since well... He would also need to recreate the entire Holy Grail War system from the ground up. This including the Greater Grail, find the best leylines, basically everything created by the original Einzerb, Matou and Tohsaka family who also had Zeltrech's help I think. Emiya is old and filled with a lot of knowledge, but I am not sure if he is familiar with the knowledge of how to recreate the Holy Grail War system. Even if he was, it would take faaaar more time with him alone, lots of room for catastrophic errors, finding appreciate leylines that can actually support this, making sure the system put in place doesn't allow to summon an infinite amount fo Servants and so on. There is also an issue of how he would even be able to make this system connect with the Throne of Heroes in another world. Too much of work and quite impossible
