I'll explain it a little better but after my second draft, but the short answer is that Bilis was a cobbler, and is just a weird guy.

2025-10-20 00:55:48 +0000 UTCI'm also confused about Bilis. Why is he just receiving his boots now in the middle of an active combat zone (why else would he still have his old boots). Everything about the situation implies that he just got the boots 5 minutes before the Astartes walked by and since he doesn't appear to be a new guy this means he used his old crappy ones for awhile. This implies bad logistics which seems to counter the whole point Bilis is trying to make. If I could make a suggestion how about Bilis is a new recruit and while they where getting set up he dropped something heavy on his foot and he realizes if he was wearing his old boots he would have a crush injury. Also he doesn't need to have his old boots there to show off he can just describe them (otherwise why does he still have them).

And hey, a few of those original ones may have lived long enough to see the coming of the imperium and the advent of rejuvenation treatments.

I imagine it could be something like an all volunteer unit where joining gets your sentence cut in half but you serve on the frontlines. It would be like recruiting the 203rd all over again except Primarch Tanya has hundreds of thousands of battle maniacs.
