Seeing as this chapter focuses on a certain ... ideology, the password is a reference to a French political concept, the "cordon sanitaire" - a refusal to cooperate with certain kinds of political parties under any circumstances. But to fit with the biological and body horror themes of the story, it could also refer to the way the zombies themselves lack sanitary needs and are immune to infection or diseases.
