Now I'm just confused about this dub and the raps. I was expecting the long as hell rap where the guy is hitting on the girl to not be translated since the previous ones weren't in the dub - but they translated this one? I was concerned this would just be a dude ranting in Japanese without subtitles for over a minute when i saw the other raps in the dub were untranslated xD

The first episode of the original is roughly the same as the first episode of this - Blondie gets injured at the end of both, but the original makes it ambiguous if he lived or not. The original sadly only has 3 episodes (the other two being a "best bits" of the middle of the manga and the end of the manga respectively). They probably didn't know they'd get more than 1 episode so left his survival ambiguous in the original anime.
The unusual story structure you noted might be because this is adapting such an old manga - the rules about what you do in a manga story might have been less set back then? Or it might be part of how the story has been adapted to anime (they've shifted the order of events around a bit, the scene where she's naked in a bathtub happens a bit later in the manga). Most of the cast is similar to their manga counterparts, but they changed Miki quite a bit; the same scene might come across very different given the change in her character. That said, the manga author was known for making strange stuff, so it might have just always been a strange story xD
