November graphics update

Not much new content in the way of new buildings, however, there's a TON of graphic updates.

Canal textures look better now, along with improvements to the following:

Parking lots, road surfaces, some driveways

Curbing, Jersey Barriers, sidewalks and the like

Retaining walls and dock faces (dock faces aren't final but keystone block retaining walls are good)

A few select building textures here and there (though that's mostly a byproduct).

CLEAR CACHE.  MAP  COULD TAKE 2~4 MINUTES TO LOAD on the first time after clearing cache, give it time, even if it seems like it locked up, leave it go for a while.  It'll go eventually.  You're going to want an 8GB Graphics card for this, and it may still be possible to load with 6gb cards, if it IS possible with 6gb DO let me know it's a success so I can adjust system requirements.  Using MEDIUM texture detail if you have under 6~8gb of VRAM can be helpful and will likely make this only use 3~3.5GB of VRAM (or less!).

I hope you find the new textures immersive and a lot closer to reality.  If there's pink-tinted errors or NO TEXTURE issues on anything, let me know (the pink tint will go away after another few updates to the map, that's part of an artifact of DX1 texture compression artifacting - it's not too bad and only visible on a select few distant things).

CLEAR CACHE!  I mean it, it's REALLY important this time.  LOTS (read: most infrastructure) has changed in some way shape or form, mostly textures.

I hope you all have a great holiday season and definitely let me know about no textures, broken collision, or other odd-ball bugs that are serious, as I'm looking into making this public in a week or less/more (depending on the holiday if it comes before or after public upload, it can take a few days for the mods to approve it).
