New Roane County 15.2.x version with bug-fixes

Lots of fixes for cranky AI, and AI not properly going the right way or refusing to go ways it otherwise should.  AI paths from Harriman to the Fossil Power Plant (west of Kingston) is done now as I had some buffer space for more AI nodes without breaking it all.  It is within 100 nodes of the limit though.

AI not taking Kingston Kentucky St on/off-ramps correctly is fixed.

AI ramming the barricades under the overpass in Kingston fixed.

AI not working properly east of the Thomas J Pickel Jr bridge west of Kingston fixed.  It's not 100% perfect but it's way better now, about as good as I can get it.  Incorrect terrain traction under road and grass in road fixed here too.  Don't edit with the grass detail at 0 folks.  Just don't.

AI brake-checking at Westel, Airport Rd, and some spots at the Route 27 Harriman / Rockwood exit fixed.  Fixed at same underpass at Route 27 also between exit ramp intersections.

AI went wrong way on the road from Rockwood to Spend-A-Lot spawn, there were a few bugs here, thanks to SILVERMANBLU for bringing this to my attention.  Fixed some brake-check conditions on the dark two-lane portion right near it on the hill-crest too while I was there.  AI should be much better here.

*Release Notes:

AI may turn from a two-lane one-way (including highways, divided roadways, 5-lane roads with a median made of pavement etc), and go the wrong way on a two-way road.  The traffic tool is the source of this bug and is generally responsible, ergo I can't fix this.  Sometimes it doesn't update road condition when it changes, so it might pick the wrong lane, ride to the side of ramps, go the wrong way, etc.  I can't fix this!  I brought this to GamerGull's attention on BeamNG, it's such a wonderful thing he's created, and totally worth updating the map for.  When you put heads together you can make awesome stuff.  Beam is merely an example of this.

This will be the SAME version that gets hosted on BEAMNG servers this weekend or next week.  This update is not mandatory unless you use the traffic tool, then you SHOULD get it, to save your sanity, and your bumpers.
