She’s most certainly not new. As noted she gave Veronica “a trip to the dentist” in season 1 (spitting in her drink) and she was one of the antagonist of the carnival episode in season 2 off the top of my head. She was Dick’s on again off again gf through the first two seasons

Dick had put GHB in that drink meant for Madison (barf). She featured here and there during the first two years as she and Veronica hated each other. The girl on the beach was just a random girl. We’re meant to think that is who Logan is talking about when he says he regrets a hookup but he was actually talking about Madison.
