So, the biggest reason season one is only 12 episodes, compared to season 2, I assume they had no faith the series would be popular. This is reinforced since they cut ALL of the storyline about the 2 heroes the goddess summoned after Makoto. This is why their appearance at the end feels so abrupt, they're missing their introductions to the story.
