The opposite of what you thought is happening.. he's the one being held in the dark as he doesnt know caspian is a clone of holstrom and IS actually in charge for all intents and purposes until the real holstrm is uploaded. Pope was trying to rush the conversation along as he doesn't want to expose that they not only cloned holstrom but were the first ones to start uploading people and basically created this whole problem. Remember when the government first approached them about UI they acted like they didn't know anything about it and were just here to help crack the flaw.
