Yeah, I am also thinking that Skinner might be lying about Hapna (the dead test monkeys could easily be explained as Hapna only being designed to be lethal to non-human primates). Though the manner of how it will be non-lethal is something I am curious about. Like will it be simply that nothing happens, or perhaps maybe there is some effect and people get sent into a near-death comatose state (with the starry eyes) but it only lasts for a couple of days, after which, the affected wake up again (which could fit with the visuals of the ED sequence). Like Skinner will give humanity a tangible near-death experience.

Its setting is inspired by bloodborne and lovecraftian lore!! there's even a couple of references to bloodborne, and there's gonna be a new game based on it released soon. if u guys play the game at some point the anime would be cool to react to before ^^
