I'm sorry Sheera but it's definitely not common sense to just believe Frankilin got an Israeli connect for cocaine, especially since this is Claudia's first time meeting Franklin. There are other ways to get product aside from getting a connect such as stealing it from someone. Imagine Franklin stole it from Avi somehow and Claudia starts selling it and word gets out that someone is selling Avi's coke without his knowledge. She would potentially put a target on her back if she isn't careful about who she's doing business with and how they got the product.

To clarify, the CIA trafficking cocaine and other drugs was not "corruption" per se - it was an important function run in tandem with arming right wing rebel groups in Latin America to overthrow socialist governments. As a result, they purposely flooded black communities with drugs. Again, this behavior was not an aberration, it was intentional.
