Joker also thinks Batman is a criminal that pretends to be a hero, and that’s why joker constantly tries to point out the hypocrisy.

The address that the joker gives for Rachel's location is the wrong one, batman goes to Rachel's location because he is selfish but the joker knew that he would be selfish and would want to save Rachel instead of Harvey so that is why he flipped the true location of both captives and batman ends up saving Harvey.
