Once you enter the realm of being untouchable/ your own government is asking you for help. It goes from gangs to mafia to an Organized criminal organization. Sorry I just highly disagree with you.

They provided helicopters and a ton of weapons. They are untouchable. They are involved in any crime you can think of. They are a criminal organization. They own hotels they imo are the smartest criminal organization in the would. To call the Yakuza a gang is an under statement.
