Reicast Libretro updates - savestate support and raw framebuffer write support!

Raw framebuffer writes have been implemented successfully now in Reicast Libretro (non-OIT) courtesy of flyinghead. This means that games which rely on this, such as Last Hope, now play properly! You will also see the produced by Sega enterprises screen now after the Dreamcast swirl. Hint: Set Last Hope to VGA cable type for proper performance.
Savestate support
Thanks to the great efforts of RetroSven, Reicast Libretro and Reicast OIT Libretro now feature savestate support! Video speaks for itself!
