Obviously we want someone like Goku. But what if we can't have Goku? Can we trust Vegeta? Can we even trust a Piccolo Nail Kami fusion? It's also a question asked by Superman stories. Superman is the most powerful, but can he be trusted to have power over the entire Earth? What if someone threatens Lois Lane or his family? What if he loses his mind, or gets mind controlled? What if he makes a mistake? It's even harder to answer in real life. That's why we distribute power among the people in a democracy, rather than have any one ruler. I was once asked the question, if you could pick one powerful country to dominate the Earth, which would you choose? USA? China? Russia? This very problem is what prompted the creation of the United Nations. But the UN doesn't solve the problem. We don't have a great answer. I'd take Goku IRL if that were possible. But I wouldn't trust anyone else with Goku-like superpowers that no one could match.
