You can find the PDF guide for painting the Cities of Sigmar Steel Helms attached (1 tutorial, 60 pages).
Similarly to the Plague Marines I didn't really speed paint them, but I tried to simplify them and speed them up as much as I could while still using some of the techniques I would use for display quality models. So, it took me 3 hours per model to get these guys done.

Hmm... I am not sure exactly. But it is red, so I would say 3 to 5 coats 🤣 I usually just keep adding layers until I am happy with the coverage.
