I believe so. Back before the toolkit (which I am going to call CK from now on), the game would crash if you tried to level up a class/subclass without a Progressions entry. That being said, you do not need custom things for each level, just a row.

2024-10-17 12:19:04 +0000 UTCOk, question: Does there needs to be a subclass entry for every level of the main class after the subclass is picked? Example: If you pick Ghaik Mage at Level 2, there would need to be a progression for Levels 2 - 12?
