As the captain and ace of the swimming club, Saori's lungs is must a lot stronger than the two from the water polo club, even though they've had been trained before. After all, she wasn't bellowing any big bubbles yet. From the picture, although only the back, but we still can see that she holds the clipboard to her chest with her arms and head down, if she blackout her arms should be down, this gesture clearly shows that she is stll enduring the suffering from apnea.

This isn’t her cousin, it’s a random schoolgirl that she likely doesn’t know the limits of. Even if the younger cousin is unwilling to share her air, shouldn’t she be making an effort to at least get her to the surface? Or is this a situation of: Saki’s still down here so I’m going to continue my breathhold to beat her. And while all that excitement happens the girl in the white suit looks to have maybe just blacked out silently. Her head looks slumped.
