I think similarly to you about what Sukuna did with the flames. So in supplementary text we learn Sukuna is a cannibal. I think he eats peoples cursed energy and reads their technique and can afterward then mimic their technique. I think techniques are bound to a persons soul/body/mindset and you someone who fully understands the magic system can alter their technique. It's been established that mindset is very integral to ones technique but that also that techniques are decided at birth at the formation of our bodies. So if you have full control over your being with reversed curse technique then maybe you can alter your body mind and soul to replicate other peoples in order to use their technique. Sorry for the rambley nature I havent really finished my "final draft" of explaining how i think it works.
