Luffy could have potentially hurt Nami if he had stretched even piece by piece up the mountain. He is built for the force of his rubber and the snapping effect it has when he brings himself back together, but Nami isn’t. Yes he did stretch himself to get Sanji and pulled him back up, but Sanji is not in the same condition as Nami and is also much stronger.
